예술가와 사회복지 Artists and Social Welfare

영국과 한국에서 활동하는 ‘10AAA’의 송요비 큐레이터, 서울 세운상가 SpaceBA의 곽혜영 큐레이터와 핀란드 예술가단체인 ‘B-Galleria’의 멤버로 활동 중인 송현희 큐레이터가 공동으로 기획한 예술가와 사회복지 프로젝트는 연구 중심의 미술 프로젝트이다.

예술가는 한 사회에서 구성원들의 정신 건강과 행복을 위해 다양한 방식으로 기여한다. 하지만 정작 예술가 자신들의 웰빙과 사회복지는 구현하고 있는가에 대한 의구심이 든다. 유명한 영화감독은 명예롭게 받은 트로피를 생계를 위해 내다 팔아야하고 가난한 작가는 자살을 선택해야 하는 상황이라면 예술가가 기여해서 만든 행복한 사회는 과연 예술가 자신들의 사회복지를 함께 생각해주고 있는 것일까라는 고민에 빠지지 않을 수 없다. 
이번 2018 예술가와 사회복지 프로젝트의 한국 프로그램에서는 흔히 말하는 사회복지국가의 기본적인 복지의 개념을 핀란드의 경우를 통해 알아보고, 실제적인 예로써 핀란드 예술가 협동조합의 구조를 소개한다. 또, 핀란드, 영국, 네덜란드, 한국의 문화정책을 비교해 예술가의 사회복지를 위한 제안을 할 수 있는 부분을 찾아본다. 더불어 프로젝트 참여 작가들에게 작업에 대한 이야기의 장을 스크리닝이나 아티스트 토크와 같은 프로그램을 통해 열어 대중과 소통할 수 있는 기회를 부여한다. 핀란드 프로그램에서는 한국에서 진행한 워크샵 및 이벤트를 통해 발전된 예술가와 사회복지에 대한 원탁토론을 통해 앞으로 나아가야할 방향을 논의하고 토론내용을 출판하며 프로젝트를 마감한다.

Taiteilijat vastaavat omalla panoksellaan monin tavoin yhteiskunnan mielenterveyden ja onnellisuuden parantamisesta. Me kuitenkin pohdimme, onko taiteilijoille itselleen tarjolla tarpeeksi avustuksia ja tukea. Kuuluisan elokuvaohjaajan täytyy myydä hänen saamansa arvostettu palkinto eläkseen, tai köyhä kirjailija päätyy tekemään otsemurhan. Onko tämä se onnellinen yhteiskunta, jonka onnellisuutta taiteilijat pyrkivät omalla panoksellaan parantamaan? Emme voi olla kyseenalaistamatta sitä, pitääkö yhteiskunta huolta myös taiteilijoista, vaiko ei.
Vuoden 2018 taiteilijat ja sosiaalinen hyvinvointi projekti Koreassa käsittelee perus sosiaalihuollon käsitettä Suomessa, esittäen Suomalaisenu taiteilijayhdistyksen esimerkkinä. Lisäksi projekti vertaa Suomen, Ison-Britannian, Alankomaiden ja Korean kulttuuripolitiikkaa löytääkseen parannuksia taiteilijoiden tukiin. Lisäksi projekti tarjoaa mahdollisuuden osallistuville taiteilijoille esitellä taidettaan screening tai artisti talk muodoissa kommunikoidakseen yleisön kanssa. Projekti Suomessa kattaa vapaata keskustelua by reflecting workshopin ja tapahtumia Koreassa. Julkaisu tästä tapahtumasta etsii suuntaa artistin ja sosiaalitukien välillä.

Artists dedicate, in various ways, to mental health and happiness of members in a society. However, we wonder if the artists themselves have enough well-being or social welfare. If a famous film director has to sell his honourable trophy for living or a poor writer has a situation to choose suicide, is this happy society that artists dedicated to make really happy? We cannot help questioning whether the society also think of artists’ welfare back or not.
The 2018 Artists and Social Welfare project in Korea explores the basic social welfare concept through the case of Finland, introduces an artists’ association from Finland as a case. In addition, the project compare cultural policy of Finland, UK, the Netherlands, and Korea to find suggestions on artists’ welfare. Moreover, the project gives opportunities for participating artists to present their artwork in the form of screenings or artist talk to communicate with public. The project in Finland includes open discussion by reflecting workshop and events in Korea. The publication of this discussion searches for the direction of the relation between artists and social welfare.
